The Grant Accountability and Transparency Act (GATA), 30 ILCS 708/1 et seq., is landmark legislation that increases accountability and transparency in the use of grant funds and reduces the administrative burden on both State agencies and grantees through adoption of the federal grant guidance and regulations. Pursuant to this Act, the Grant Accountability and Transparency Unit (GATU) has been established in the Governor’s Office of Management and Budget; GATU is charged with implementation of the Act in coordination with State grant-making agencies and nonprofit organizations in Illinois. Where are we now? The Governor’s Office of Management and Budget (GOMB) has drafted State rule recommendations based on the federal grant guidance and regulations in 2 CFR Part 200 (Uniform Requirements). Now, the GATU and the supporting workgroups are in the Implementation Phase, developing the frameworks required to create the policies and procedures supporting the rules. On January 1, 2016, GOMB released the 1st Grant Accountability and Transparency Act Annual Report. The report, available HERE, provides the historical context for the Act as well as updates on the planning process and next steps for implementation. This guide provides step by step instructions on the amendment and line item transfer process. This document was updated on July 2, 2015. The IDPH Grants Application Stages and Status Key has been updated in the Training Materials section. This key provides the definitions for the various Stage and Status names which are used in EGrAMS and provides instructions on next steps. Also available in the Training Materials section is our EGrAMS User Permissions Guide. This document provides instructions on how to properly assign user permissions.
